Wow! ALA is exist.. but i see this: https://archive.archlinux32.org/
And.. found latest repos it 22.11.2018.

I usually do this:
1) Find needed date to downgrade (we hawe only earlier 22.11.2018)
2) Insert in /etc/pacman.d/mirrorlist, esample, this:

https://archive.archlinux32.org/repos/2018/11/22/$arch/$repo

3) Exec pacman -Syyuu

But, sometimes, some packages are not found.

Or you may download icu and install it manually, use pacman -U package.tar.xz
Current available icu packets:
https://archive.archlinux32.org/packages/i/icu/

yes, the archive is broken for some time, tyzoid (the operator) is aware of that, but didn't have the time to look into it yet.

Usually your local /var/cache/pacman/pkg folder should hold the old version of he packages you are upgrading,
unless you wiped them..

I had a system archive from 2016.
A couple of weeks ago I wanted to upgrade the system ...
