I am planning to upgrading my current system which is an Pentium 4 2.4 Ghz with 2GB RAM and can only be started by slightly warming it up with a hair-dryer due to the aging capacitors on the mainboard, to an Atom x5-Z8350 processor with 4GB RAM ( https://en.wikichip.org/wiki/intel/atom_x5/x5-z8350 ). How many performance increase should I expect? For example when I am encoding an HD 720p video with ffmpeg into H264, now I get only 4-5 fps. About how many increase in fps with this task and overall (browsing, youtube, different apps) when using this relatively cheap Atom processor? Maybe somebody used or are using such a system.

pentium4 to a 4 core atom? I wouldn't expect massive increases in numerical processing, the main improvement is likely in terms of the graphics accelerator which apparently can run opengl 4.3 stuff. ffmpeg is quite good at using all available cores in my experience, and doubling the RAM won't hurt (though I note that wikichip resource claims you can only hook up 2GB RAM to that CPU).
I also note that it'll run 64 bit code, so this isn't really a question for this forum, but I'll let that slide.

Modern but slow processors are fast enough for office work and browsing if you are a patient user, because you will notice the slowness. Ony my Ideapad 110S I have a Pentium N3710 and 2 GB of RAM. The RAM would suggest a 32bit OS, but with a conscious usage (not too many applications at once) a 64bit Linux is faster. I use to install the kernel linux-ck-silvermont from repo-ck.com which is tuned for my CPU architecture. I think this will be also the right kernel for your desired Atom x5-Z8350 CPU.
