FWIW, I'm using a VGA compatible controller "Intel Corporation Mobile 945GSE Express Integrated Graphics Controller (rev 03)" in my Archlinux32 computer (according to lspci, but I have no reason to disbelieve it). I've not noticed any lack of webgl, but to be fair I doubt I'd know I'd seen it even if it bit me on the nose. All I know is I can view normal web content and even the first few seconds of HTML5 <video> tag stuff. If I want to watch more, I usually have to dig out the playing url then play that via mplayer from the terminal, but I assumed that was due to the security specification I'm using for my browser stuff.
Maybe the GSE works but the GMS doesn't, or maybe you're trying to use something I don't

thanks for your answer! you can easily check for webgl support by visiting https://get.webgl.org/.

Ah, okay then, I get "Hmm. While your browser seems to support WebGL, it is disabled or unavailable. If possible, please ensure that you are running the latest drivers for your video card.".
WebGL apparently needs OpenGLES 2.0 at the very least. That being a 2007 invention and my machine coming from IIRC 2008 and being on the cheaper end of the market suggests I shouldn't really expect it to work here.
