I have a Transcend Jetflash 300 16 GB USB pendrive. It has bad sectors, and need the factory low level formatting software to fix it ( https://www.transcend-info.com/Support/Software-3# ). Such tools are designed to run in Windows only. What can I do? Should I download and install windows from somewhere or is there any other solution? I haven't use a Windows version after Windows XP.

If you want to use that your best bet might be running it in wine. Or if you only want to reformat it, you could format it under linux providing it shows up as a device under /dev/. I'm not sure what either solution would so to detect and remove bad sectors from the formatting, but if you're expecting to lose the data anyway, you probably don't lose anyting trying to format it using the linux tools first.

I tried running the factory application with ReactOS and a Windows XP Live CD version too, but no success, because it is designed to run with Windows 7 and upper, simply doesn't start, or if it start at all, doesn't work properly.

Hmm, yes. If reactos doesn't run it, maybe WINE won't help either. You'd have to try it out to be sure, but I think the two projects use much the same code.
