Yes, I think I was notified of some problems with the german servers a few weeks ago, although I can't find it at the moment. You may already have a newer mirrorlist as mirrorlist.pacnew which omits the ger. server, but I think leaves the de. server for now. Both of those servers give me the same errors at you if I put them at the head of my mirrorlist. For me personally the French server outcompeted the German servers last time I ran rankmirrors from where I am, so I didn't hit this until I hacked my mirrorlist to test it.
For you personally you may already have the pacnew mirrorlist but have not updated to it yet. If not, you may need to disable those two german servers for now, to get an updated mirrorlist. Then disable the de. mirror for the time being in your updated mirrorlist. You may need to add more servers to get actual updated package databases, but that should be relatively obvious to you if your mirrorlist becomes empty after doing this, but I'm not sure if your german ' Es gibt nichts zu tun' translates to my 'there is nothing to do', and if so I think it's actually working in spite of spitting out errors as it goes.
